FSB's Andrew Bailey tells G20 that frontier AI could reshape cyber risk system-wide

In a letter to G20 finance ministers and central bank governors ahead of their 31 August meetings, FSB Chair Andrew Bailey called frontier AI's effect on cyber risk the most immediate concern for the financial system, warning it may materially alter the speed, scale and economics of that risk and undermine market confidence. Treating safe model release and deployment as a financial-stability question puts frontier AI on the same regulatory shelf as sovereign debt fragilities, private credit, and stretched asset valuations — the vulnerabilities the FSB is tracking.

Why this matters

  • → Frontier AI could exponentially accelerate cyber attacks across financial markets
  • → FSB now treating AI safety as a core financial-stability regulatory issue
  • → System-wide market confidence depends on coordinated global AI deployment controls
