OpenAI reports frontier firms at 8.3x the output tokens per user, up from 2.6x

OpenAI's enterprise report puts frontier firms — the top 10% by usage in a month — at 8.3x the output tokens per active user in June, up from 2.6x in January. The split is agentic, not conversational: Codex carries 64% of combined Codex and ChatGPT enterprise output tokens, and frontier firms send 16x as many Codex messages per worker. Tooling tracks the same divide — plugins reach 21% of weekly active users at frontier firms versus 9%, skills 19% versus 3% — so the widening gap sits in configuration, not seat count.
