US tells 35 AI partners they forfeit Pax Silica if they sign with China

The State Department drafted a letter warning the 35 signatories of June's US AI Opportunity Statement that joining China's competing AI framework forfeits their place in Pax Silica, the US-led bloc covering AI model, semiconductor, and critical-mineral supply chains. Neutrality is off the table for the roughly two dozen members including Japan, South Korea, and Australia; Kazakhstan, which signed both, becomes the test of whether exclusion is enforced.

US State Department draft letter

Why this matters

  • → US imposes binary choice: join Pax Silica or China's AI bloc, not both.
  • → Tests whether economic coercion can enforce technology bloc loyalty.
  • → Signals end of neutrality in AI supply chains—countries must pick a side.
