Modular open-sources the Mojo compiler and toolchain under Apache 2.0

Modular released the Mojo compiler and toolchain under Apache 2.0 with LLVM exceptions, a week after Mojo 1.0 reached source stability and completing a staged opening that began with the standard library. The full toolchain now builds from source in the modular/modular repo with a single Bazel command, though contributions to the compiler and tooling stay closed until a process Modular targets for the end of this year.
